Face aux défis et enjeux de la décentralisation au Bénin, différentes réflexions et études évaluatives ont révélé la faiblesse du plaidoyer et des services rendus aux membres par l’ANCB. Pour y remédier, une organisation structurelle a été mise en place par l’ANCB : les commissions thématiques. Véritables laboratoires d’idées et d’actions. Pour renforcer les capacités de l’ANCB à rendre services à ses membres et à élaborer et porter les dossiers du dialogue politique, les statuts de l’ANCB ont prévu des postes de secrétaires thématiques et la mise en place de commissions thématiques. Les secrétaires thématiques sont membres du Bureau National de l’ANCB et présidents des commissions. L’ANCB dispose de huit (8) secrétaires thématiques et donc de huit (8) commissions thématiques. Les secteurs d’intervention des secrétaires thématiques sont les suivants : 1- l’intercommunalité et la coopération décentralisée 2- le suivi des OMD/ODD 3- le genre, les affaires sociales et la participation citoyenne 4- l’environnement, l’eau et l’assainissement 5- l’agriculture, le foncier et l’aménagement du territoire 6- la maîtrise d’ouvrage communale 7- la formation et du renforcement de capacités 8- l’économie et des finances locales La commission thématique peut être définie comme un cadre de travail institué et organisé pour renforcer le positionnement et pour améliorer l’exercice des prérogatives de l’ANCB dans le secteur de la décentralisation et à l’égard de ses membres. C’est aussi un espace d’étude, de préparation et de propositions de dossiers et actions de plaidoyer, des stratégies et actions de lobbying et des services de l’association à ses membres. |

Objectifs et Résultats |

L’objectif principal de la mise en place des commissions est l’amélioration de la contribution de l’ANCB à la promotion de la décentralisation et du développement local À travers : § le renforcement de sa capacité à formuler et à porter des propositions pertinentes et crédibles de changement dans le cadre du dialogue politique § le renforcement de sa capacité à répondre aux préoccupations spécifiques des communes Par ailleurs, les commissions sont porteuses d’enjeux sous-jacents liés à la résolution de certaines difficultés de l’ANCB dont :

Les membres de la commission et les rôles |

Les membres de la commission sont de deux ordres : ü Les Membres permanents Les membres permanents sont des élus d’une part et des agents communaux et intercommunaux d’autre part désignés pour assurer l’animation et la production au sein des commissions thématiques. Ils sont désignés sur la base de leur intérêt, de leur expertise et/ou de leur expérience dans le domaine de spécialisation de chaque commission thématique. ü Les membres non permanents Les membres non permanents sont des invités ponctuels ou à la carte, des commissions thématiques. Ils constituent le collège des personnes ressources. Il regroupe toute personne, représentant une institution ou organisation dont la compétence et/ou l’expérience peut être utile à l’éclairage et à l’accomplissement de la mission des commissions thématiques. |

Fonctionnement |
|
La durée du mandat des commissions thématiques est égale à la durée du mandat du Bureau national. Les commissions thématiques peuvent se réunir au moins une fois par trimestre sur convocation du secrétaire thématique qui en fixe l’ordre du jour. Elles peuvent aussi se réunir d’urgence dans des situations où le point de vue institutionnel de l’ANCB est requis sur un sujet d’actualité. Les membres de la commission sont pris en charge par l’ANCB via un PTF (transport, hébergement, restauration). |
